Is it legal to hunt coyotes over bait on private land. I cant find anything in the regs regarding this. Thanks

Yes you can bait on private and state land. You can not bait deer, turkey or waterfowl except deer in certain zones.

I would imagine road kill deer would be good bait. Where does the State DOT dispose of them? Could they be given to hunters for bait?

Does that mean I can put the bloody deer scraps on a 7\0 treble and 200lb wire tied to a peen in a rod holder strapped to the tree?

Actually they will eat both growing corn and corn thrown on the ground at times, foxes will too.
But I would not use corn as a bait to target coyotes - deer carcass etc much better.

You can bait coyotes but I wouldn't recommend corn as bait. At least not during deer season.
