What can you tell us about enforcement of the Marine licenses in CT, NY, RI? First, It is my understanding that RI is not enforcing the regulations in 2010. (More or less an introductory/educational period) Second, The last I heard New York still hadn't resolved the areas our or their licenses covered and where there would be reciprocity. (The specific area I am interested in is the South Side of Fishers Island) I have licenses for both but haven't heard if that was just wasted money or not. Third, What enforcement action has been taking place in CT waters? Specifically, the number of citations issued, and their status for both resident and non resident anglers. (I haven't seen anything in the monthly activity reports) I can appreciate you may not have info on our surrounding states, however, information on Connecticut should be available at this time. Thanks, your investigation should put a lot of this to bed.

We were boarded in the rip at the Race at 9:30 on a Friday night. (2 coast guard and a NY state trooper) The strange thing was we were never asked to show a fishing lic or a boating lic. They just wanted to check safety gear. Kind of ironic to have a safety inspection in such a treacherous area.

The CG has no jurisdiction over state laws...(Fishing & Boating licenses)...The State Trooper is not a DEC officer therefore he was out for the ride??? so ditto (maybe).
being that the race is one of the more treacherous places around with a good wind against tide, maybe thats why they checked for safety equipment there??????
who knows

In Bombings, we blame the Bomber. In Drunk Driving deaths we blame the Driver. In Shootings we Blame the Gun ??
I wonder if license checking could be done via computer from a distance by cross filing the owner associated with the boat's ID numbers and the salt water license directory? While that method wouldn't tell you if others in the boat had a license, it could create a large enough pool of scoffows to keep the DEP busy writing tickets for weeks.

Sorry for the delay...I was on vacation last week.
I don't know what NY and RI is doing at this point...best bet is to contact them directly.
From what I can find, it looks like our officers have made 23 arrests and issued 28 written warnings in CT since 1/1/10. I don't have a break out on residents vs non-residents.
