Take the state record now for example. Was it stocked at one point? I'd have to say YES seeing as 98% of the trout in this state are STOCKED.

If the state didn't stock trout for the next 2 yrs there wouldn't be any trout fisherman in ct in 3 or 4 yrs from now.
