If a person fishes without a saltwater license and then gets their fishing privileges suspended (and also a fine), then certainly they cannot buy a saltwater license nor fish during that period of suspension.


But can that person fish on a charter/party boat where no license is required?
If you chase two rabbits, you will not catch either one.
