Thanks for responding. It seems the state could pretty quickly reimburse the cost of something like this with fines for the idiots that think our Rivers are personal dumping stations. It seems the same places continuously get dumped on, so it would make sense for the state to start monitoring these areas. I haven't had any luck with the local patrols as it is pretty hard to catch the perpetrators in the act. I understand the state is under a tremendous amount of pressure to cut costs but I can see this being a money maker!
