you hold off purchasing the fishing liscense; waiting for the price to drop, which it will, sometime in march based on some bills being put in place right now.
during this time, you get pinched. mail in your ticket not guilty. court takes 4 months to process, so your court date takes place in mid june/july; AFTER THE PRICE OF THE LISCENSE HAS DROPPED.
you're argument has been proven, and you also cite the early season implementation, than retraction of the initial saltwater liscense bungle that took place last season, stating you just dont want to pay one fee, than have the price changed or the liscense nullified like in the fall. lots of folks paid 10$ for something that was cancelled the next day. you state that you either will, or already have purchased a fishing liscense at the new rate price.
