To me this sounds like the threads that a bunch of charter guys were chiming in on over the years about 'shared trip expenses' being bullcrap and taking money out of their pocket - just got their way. If they're already a captain/charter boat it looks like it doesn't apply.

Sour grapes has turned to 100 bucks for everyone else.

Good luck in proving any of it so I don't see it changing anything.

it's just another money grab by the state with nothing in return, more useless laws, and fee's that accomplish nothing ! This state is porked !

I does kind of read like you could now get a '2-pack' charter license for $100 with almost no actual training or regulation.

Probably rode around on some appropriations bill or school budget etc. having nothing to do with anything connected to the outdoors.

I first heard about it yesterday morning when it was brought to my attention by another officer. With the volume of laws that the legislature enacts every year I don't have enough time to sit there and read all of them to find a paragraph buried at the end of a public act that deals with hunting and fishing guides. There has been a law on the books for a number of years regarding guides but it was never set up by the department and never enforced.

Here's a link to PA 14-201. The section on guides is at the end.
http://www.cga.ct.gov/asp/cgabillstatus/...mp;SUBMIT1.y=12 Click on Public Act No 14-201 [pdf] under the Text of Bill heading to read the entire public act.

From what I can see on the link it was a bill raised by the Environment Committee. The title of the bill is:
"AN ACT CONCERNING YOUTH HUNTING AND FISHING LICENSES, REVISING CERTAIN HUNTING AND FISHING LICENSE FEES AND REQUIRING REGISTRATION BY HUNTING AND FISHING GUIDE SERVICES."

I'm surprised that nobody noticed it sooner. It did go to a public hearing and the CCS and several others testified both in favor and against it. Here's the link to the testimony: http://www.cga.ct.gov/asp/menu/CommDocTmyBillAllComm.asp?bill=SB-00241&doc_year=2014

Again, I don't go through all the laws that the department, the Environment Committee or the legislature recommend or enact. There are too many of them every year and those are decisions made way above my pay grade.
