When your license is suspended your privileges are suspended. It's not up to the charter boat captain to determine if his(her) passengers have a valid license, don't have a license, or are under suspension. The boat captain doesn't get arrested for fishing under suspension, the person fishing does.

As long as the charter boat is licensed with the state, then no license is required for the passengers. At least the last time I read the statue that was the way it was written.
You may not need a license to fish a charter boat, but if your license is suspended, so are your fishing privileges. A hunting license is not required for landowners, but if their hunting privileges are suspended they can not hunt on their own land. The statute (below) specifically states "or engages in fishing" (hunting/trapping).
Sec. 26-61. Suspension of license, registration or permit. (d) Any person who procures any permit, license or registration to which he is not entitled or engages in fishing, hunting or trapping during the period when his permit, license or registration is voided or suspended shall be fined not less than one hundred nor more than two hundred dollars and all fishing, hunting or trapping permits, licenses or registrations issued to such person shall be suspended for an indefinite period. Any person who procures any permit, license or registration to which he is not entitled or engages in fishing, hunting or trapping during the period when such permit, license or registration and the privilege to obtain such a permit, license or registration are suspended for an indefinite period shall be fined not less than two hundred dollars or be imprisoned not more than sixty days or both, and, for a further violation in case of such indefinite suspension, shall be fined not less than two hundred dollars nor more than five hundred dollars or be imprisoned for not more than one year or be both fined and imprisoned.

I was thinking the same thing...Thats probly the easiest thing to get away with.
Oh, I forgot...we do check charter boats to ensure compliance with creel/size limits.
