II I buy a non res NY saltwater fishing lic will I beable to fish the legaly in ct. I have heard both yes and no hoping you can clear it up for me

I believe not. You need to buy the license from your primary state. So if you live in CT you need to have a CT license.

Look about 7 posts above yours for a Marine Licesne FAQ that EnCon put up... It also links to CT dep site for the latest information. Everything we've seen to date is CT residents need a CT Saltwater license. Non residents need either a CT non resident license or a license from another state were CT has reciprocity.

Mass doesn't have a license this year, they are using the federal registry until 2011. So, if you are NOT a CT resident and you have a NY non-resident (or NY resident if you are a NY resident) you can legally fish in CT's portion of Long Island Sound.
