I live on a Lake in East Hampton and on the Board for the association I live in. You most definitely need a permit to do anything CLOSE to the water and my town inpects the machine for any leaks. We needed to rebuild our seawall and had to do all sorts of things to get the permit. It is a possible $10K fine caught and leaking any fuilds in the water.
